CHARITABLE SOLICITATION ORDINANCE
Vast city funds were wasted in litigation costs advancing illegal and discriminatory ordinances and, later, in damages paid to the Church of Scientology.
Result: Clearwater officials prejudice was branded patently offensive to the First Amendment and the ordinances were repealed in one of the most important civil rights decisions since the 1960s.
Cost to taxpayers: An estimated $4.5 million.
